Yes, palmer from front of fly toward rear and wrap Lagartun rib ( or wire ) forward to hold hackle in place. If you prefer to Palmer from tail of fly toward the head then the feather should be tied in by the tip and wrapped forward, I would still wrap tinsel or wire, for added strength. @Phearless
